Vietnam’s exports remain on a growth track. The country sent abroad nearly $3.3 billion worth of handbags, purses, suitcases, headgear and umbrellas in 2017, up from the $3.2 billion in 2016, according to preliminary data from the General Department of Customs, Ministry of Finance of Vietnam.

Vietnam’s top market for the products was the US, which accounted for about $1.3 billion or 41 percent of the total value. The other major destinations were Japan, the Netherlands, Germany and China. Together, these markets imported a total of $976.0 million.

Suppliers will focus on expanding their presence in current markets as this strategy is considered more cost-effective. Interviewed suppliers see export sales rising 5 to 10 percent this year, anticipating additional orders from existing customers and new clients.

Competitive advantages

Exports of Vietnam’s fashion accessories and jewelry industry remains on a growth track, in part because of the country’s existing free trade agreements (FTAs) and ongoing trade negotiations. These deals provide local suppliers opportunities to expand market reach and increase sales, and reduce cost of importing machinery.

The EU-Vietnam FTA (EVFTA) has been described as the “most ambitious and comprehensive FTA that the EU has ever concluded with a middle-income country” in the guide posted on the website of the European External Action Service (EEAS). Expected to be ratified by 2018 and take effect from 2019, it will facilitate market access for Vietnam products by removing nearly all tariffs between the two markets.

Once in effect, the agreement will bring import tariff benefit to Vietnam caps, hats, bags and other fashion accessories made of fabric, provided these are created using cloths that are locally made or sourced from the EU or South Korea, which is another FTA partner of the EU.

In March 2018, Vietnam signed the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), also referred to as the TPP-11. Other than Vietnam, the signatory countries are New Zealand, Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, Peru and Singapore.

The CPTPP is expected to result in “robust economic gains” for Vietnam, according to the World Bank report Economic and Distributional Impacts of Comprehensive and Progressive Agreement for Trans-Pacific Partnership: The Case of Vietnam, which was published in March 2018.

Besides trade deals, the domestic availability of different natural resources that can be used in their products works to the advantage of the fashion accessories and jewelry industry. Among the materials that can be found within the country are water hyacinth, rattan, bamboo and coconut shells.

Manufacturers also benefit from having access to a large skilled workforce. In 2017, the country had about 56.4 million people aged 15 years or older, according to statistics extracted from the World Bank Open Database. Literacy rate among people at least 15 years old was at 95 percent in 2016, according to preliminary data posted on the website of the General Statistics Office of Vietnam.

The country also has lower wages compared with China, Malaysia and other countries in Asia. Regional minimum wages in Vietnam for 2018 ranged from approximately $121 to $174 per month.


The main challenge for fashion accessories and jewelry makers in Vietnam is the intense price competition in the international market. Suppliers typically opt to absorb cost increases and sacrifice margins to remain competitive with the rates offered by counterparts in China and other production hubs.

Rising production expenses are therefore a major concern. Raw material costs and labor-related expenses go up by 5 to 10 percent each year.

For manufacturers that use cotton, polyester and other textiles, being dependent on imports to meet their production requirements is another concern. Besides raising raw material expenses, importing can also result in longer lead times. Additionally, FTAs have rules of origin that products must comply with to be able to avail of preferential tax rates. These rules typically require that a percentage of the product’s FOB value is from Vietnam and/or other signatory countries of the trade deal.

To address these concerns, suppliers are actively looking for sources of materials both domestically and from other countries to make it easier to import should the need arises. They are also investing in better machinery to improve productivity or reduce costs.

The Vietnam government has put in place several initiatives to beef up the sector. In particular, it came up with a textile and garment industry development plan meant to guide and support the industry through 2020 and 2030.

Under this plan, the government listed measures to boost the development of the garment and textile industries by, among others, improving labor productivity; moving garment production to villages from major cities; building programs to strengthen fabric production for export; development of technical textile products; and development of cotton fiber materials, fiber crops, artificial fibers and materials.

The development strategy also outlined steps to implement the development program for growing cotton trees like building irrigated cotton tree growing areas to increase productivity and quality of domestic fiber cotton and supply for textile industry. The government also plans to invest in man-made fiber factories to meet the demand in the textile industry in terms of variety, quality, quantity and push domestic production to support the growing need instead of importing.

Industry composition

The supplier listing on the website of the Vietnam Leather, Footwear and Handbag Association (LEFASO) indicates that the country is home to at least 500 companies offering shoes, bags and other fashion accessories.

The majority of suppliers are privately owned companies with small or midsize operations.

Small enterprises employ 100 or fewer workers and operate facilities that are 2,700sqm or smaller. Companies in this category usually produce about 60,000 pieces monthly and generate annual overseas revenue of around $1.7 million.

Midsize manufacturers typically have more than 200 workers and factories of up to 5,700sqm. Producing about 260,000 pieces per month, their export revenue can reach $2.7 million each year.

Suppliers with more workers and bigger factories can produce more than 260,000 pieces monthly. These companies can generate over $2.7 million from annual exports.

Ho Chi Minh and Hanoi are the main sourcing centers for fashion accessories and jewelry. Local suppliers benefit from the presence of craft villages and their proximity to seaports and an international airport.

For fashion accessories made from seagrass and water hyacinth, provinces close to the Mekong River such as Tien Giang, Hau Giang, Vinh Long and Dong Thap are key manufacturing centers.

Fashion accessories and jewelry from Vietnam use domestically sourced natural materials like plant fiber and animal skin. Makers also adopt the use of other sturdy animal parts like horns and tusks particularly for jewelry.

As demand for more eco-friendly products continue to rise, suppliers are also using sustainable materials such as coconut shells, seagrass, bamboo and rattan as the main material or embellishment of their products.

Bags & wallets: Suppliers of bags from Vietnam offer a wide selection of bag styles, from small handbags, totes and clutches to sling and crossbody bags and backpacks. In men’s wallets, bifold styles with multiple pockets for identification and credit cards, coins and other items are widely offered. For women, checkbook, clutch and travel wallets are popular.

Raw material choices include synthetic and genuine leather, the latter of which may come from cowhide or crocodile skin. Cowhide and PU leather are usually sourced from Thailand, South Korea, Taiwan, India and China.

Cotton, silk, seagrass, coconut shell, rattan and bamboo models are also offered. For synthetics, polyester is a common option.

Cotton is usually procured from the cities of Hanoi and Ho Chi Minh, and the provinces of Binh Duong and Dong Nai. The fabric can also be imported from mainland China, Taiwan and South Korea.

Silk is typically from Hanoi or An Giang province. Seagrass is sourced from Tien Giang and Thanh Hoa provinces, while coconut shells are obtained from Ben Tre. Rattan is from Nghe An province and Da Nang, while bamboo is usually from Hoa Binh and Thanh Hoa provinces.

Polyester as well as the plastic and metal accessories fitted in bags and wallets are often imported from China or South Korea.

Headwear & neckwear: Fitted and adjustable caps from Vietnam may feature prints, embroidery, patch logos or appliques. Models usually come in cotton, polyester, wool or acrylic. Scarves, shawls and other types of wraps are typically in silk, cotton or linen. Designs may have fringe ends, embroidery and beadwork as embellishments.

Similar to makers of bags and wallets, suppliers of headwear and neckwear source the cotton fabric domestically or overseas. For scarves and other types of wraps, the silk used is sourced from Hanoi or An Giang province.

Fashion Jewelry: Vietnam offers a wide range of fashion jewelry. Pieces fashioned from buffalo horn and ebony wood are among the options.

Buffalo horn can be obtained domestically, but suppliers also import from Africa. Ebony wood is mainly from Hanoi.


A diverse selection of styles are offered, from the classic designs featuring solid colors and simple patterns to the more elaborate pieces combining colors and materials as well as models with intricate embroidery, beadwork and other embellishments.

Nature-themed designs and natural finishes remain a strong trend across categories. For bags, wallets and jewelry specifically, many makers are highlighting the natural color of materials such as sedge, water hyacinth, cowhide, crocodile skin, ebony wood and buffalo horn. Floral prints and other nature-inspired patterns are likewise popular.

Bags are often sold with matching wallets or pouches.

A number of manufacturers are combining different patterns and shapes to create unique designs. Fashion jewelry suppliers, for instance, are combining buffalo horn beads in their natural color of ivory, brown or black with other hues. In addition, most mix plain circular beads with designs featuring cutout swirls, geometric patterns or floral shapes. Surfaces can be smooth, finished or uneven with rough surfaces.

Makers usually add four or five new models to their selections each month. They also accept custom orders. At most companies, the R&D team consists of three to five people.

Manufacturing & QC

Production of fashion accessories and jewelry in Vietnam mostly combines manual and mechanized processes depending on the requirement and difficulty of the design. One of the processes typically done manually is weaving. Steps completed using machines and hand manipulation include sewing and embroidery.

In the production of bags, wallets, wraps and baseball caps, suppliers typically conduct the preparation of raw materials, cutting, and sewing in-house. Weaving, embroidery, beadwork and knitting work are often subcontracted to small workshops.

In fashion jewelry, cutting, forming of the beads and other pieces, and polishing are usually done with the aid of machines.

Vietnam manufacturers of fashion accessories and jewelry conduct QC checks at various stages of the production process, from raw material inspection to final product testing. At most factories, quality checks are performed by five to seven people. Large companies, however, may have at least 10 personnel specializing in QC to ensure that all product details are consistent with buyer specifications.

Many companies follow ISO 9001 guidelines, while exports comply with internationally recognized guidelines. Products for the EU market, for instance, meet the requirements of REACH, an EU regulation on the registration, evaluation, authorization and restriction of chemicals. Suppliers also follow the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Fashion accessories and jewelry are usually ready for delivery within 15 to 35 days after order confirmation.


Across all categories, the price is set depending on the product’s materials and design. The more complex the design, the higher the quote due to labor costs. Prices target the midrange and high-end markets as the intricacy of their products and quality is appropriate for these segments.

For bags and wallets, those made from genuine leather such as crocodile, alligator, ostrich or snakeskin are usually more expensive than those made of synthetic leather. Below $15, the selection includes purses and handbags made from cotton, water hyacinth, straw and synthetic leather.

Models using cowhide, snakeskin, crocodile skin and other kinds of genuine leather are at the higher end of the price range. Prices can exceed $100, depending on the type of leather and design of the bag.

For hats, multipanel sports cap with logo patch or embroidery are widely available below $5. Designs that are water-resistant or offer UV protection are more expensive.

Earrings and bracelets made of buffalo or cow horn are offered for less than $5. Necklaces can exceed $15, depending on the design.

Most interviewed suppliers will be keeping their rates unchanged in the next six months, anticipating production costs to remain at current levels.
